13. Trump's FOURTH Secretary of Defense during his first term, Christopher Miller, was the acting Secretary of Defense during the January 6 Insurrection. While in this role, he delayed sending the National Guard to the capitol for several hours, leaving capitol police to fend for themselves while insurrectionists stormed the capitol. Miller wrote Project 2025's Secretary of Defense chapter.

Miller also interrupted the presidential transition. On December 18, 2020, Miller instructed the Pentagon to postpone 40 meetings with the incoming Biden administration until January 1, 2021. While Miller described this as a "mutually agreed-upon holiday pause," the Biden transition team stated that no such agreement had been reached. This decision to temporarily suspend cooperation followed President Trump's refusal to concede the election, the reluctance of several Trump appointees to cooperate, and ongoing claims of election fraud by the Trump administration.

All ten living former defense secretaries released an open letter (The Miller Memo) in which they expressed concerns about a potential military coup to overturn the election results. In this letter, they warned public officials—and Miller by name—that they would face grave consequences if they violated the Constitution.
